In its essence, Fascist dictatorship is no different than Bolshevik dictatorship, because in Italy, just as in Russia, it is burdensome and abusive. The Bolsheviks and the Fascists created a monopoly of power in favour of their party and class; they imposed themselves by force, overlooking the law, which is an act of extreme gravity, because they proclaimed the primacy of force over legal rights. In such a situation, there may always emerge greater forces that could remove the leader and then law, safety, authority, and the state itself are abolished."
